PO said he did the brakes but I've never believed him, when I hit the break pedal the break light comes on and goes off before I the break ever starts to engage. That's indicative of worn pads right? Anyway I was about to order some parts from Chacal but he's giving me too many options. I'm too indecisive to be given options, ask my wife. She won't even shop with me anymore.

Is the the most expensive option the best option for break pads? Any downsides to Kevlar over organic or vice versa?

The first question is what sort of riding will you be doing?

    Actually no.
The first question is, have you pulled the rear wheel to inspect the shoes?
The second question is have you bothered to adjust the brake rod?

Buying parts before you know if you need them or not is a good way to have less money to spend on things that you actually need.

If the lights doing funky things, your switch is faulty, or the adjustment on the switch or brake rod is incorrect.
I agree with K-moe, check em before you buy em, and unless your planning on racing, a mid grade option is fine... Dont buy cheap chineese brakes, (shoe separation from poor glue is the concern not wear life) but they dont need to be made out of gold.
Kevlar brakes last longer, but bite similar to organic.
Ive had really good luck with EMGO slotted shoes, they wear quick but bite good and are super cheap and i e never seen one come apart, unless it was really old n corroded.
