Floats in carb faulty?

    I am still having issues I set the air mixture scres at 2 1/2 turns from fully closed but my plugs are still loading up. I drove it for ~80 miles and then removed the plugs and they are all sooted up. No oil just extremely sooty. I am wondering if the guy I got the bike from had the original carbs rebuilt or got a different set which could have been on a bigger bike and they are set up way too rich.
    Also heard that the floats maybe "fuel soaked" and too heavy because of sitting so long (15 yrs) making the bowls fill up too much. What should the sizes of the main and idle jets be? also fuel float levels.

    I guess I need another lesson in carbs 101.

    This bike is a 1981 XJ650 Maxim.

    The tank has been "creemed" I have added aftermarket cone air filters hoping to lean it out. I have also installed an in line fuel filter.
