VIN swapping is illegal; as in federal illegal.
If you need your bike titled there is another way.
Register it in Vermont (they allow non-resident registration). Vermont does not issue titles on vehicles over 15 years old.
Take your Vermont registration to your local DMV and transfer the motorcycle into Indiana.
Indiana will issue a new title in your name.
This is entirely legal, and is done often with collector vehicles.
The cost is very reasonable and you can do all the paperwork yourself.

Well crap my bad, won't I need a signature from the seller in the Vermont documentation? and you say that they don't issue titles for vehicles over 15 yrs old, how will I get mine?

Start a conversation with Baldwonder. He completed the process last year. The Vermont registration counts as your Vermont title. You will need a signed proof of sale from someone.

If the bill of sale is a problem there are legal ways to work around that as well.

I had an issue with mine (thankfully it was resolved) where my wife spilled some coffee on my title when I bought my bike and I didn't have a way to contact my seller for a bill of sale. In Kansas, and I would assume elsewhere, you can file what is called a "Quiet Title" case with the court. It takes a while and it's not the cheapest process, around $150 in court fees + the cost of registering it, but that is the only way that I personally know of to have a title assigned to you without a bill of sale. Again, this is just based on my situation, but it may apply here too if you are unable to obtain a bill of sale.
