I took my 82 650 maxim for a test ride and the front brakes locked. They released when
I let pressure off the bleeder. The caliper was spotlessly rebuilt, so it must be the relief
hole in the MC. Can one clean that little hole out with the fluid and piston still in place
    in the MC ?

Don't know, but with brakes i would rebuild the MC with the same effort you put into the caliper.

You can, but whatever is in there will just float around and get into the relief valve again.
It's best to pull the M/C for cleaning.

    Were the brake lines replaced?

Yep need to do a much better job of cleaning and flushing. I would guess the MC relieve hole is getting plugged not letting the fluid back into the MC. That is what keeps the pressure in the lines and on the pucks in the calibers.

When I did the brakes on that maxim, I did a really good job of
cleaning the caliper and m.c. including the tiny relief hole. I think
crud came from the old lines and then blocked the relief hole. The
lines I used were flexible and in good shape but sat in a box of dirty
parts for a few years. I should have at least flushed them with brake cleaner
And blew them out with compressed air.

No, you should have replaced them. "Flexible" and visually "in good shape" does not negate 30+ years' AGE. The brake lines have many layers; the innermost layer, the one the fluid travels through, cracks and crumbles over time. Flushing with brake cleaner and compressed air will not fix.
see: https://xjbikes.com/forums/threads/why-you-need-to-replace-original-brake-lines-w-pics.41400/ which includes pictures of the condition...

REPLACE 30 year old brake lines. PERIOD.
