At lower speeds (10-20 mph) if I loosen my grip as if to take my hands off my front end wobbles back and forth slightly.
What is the issue and what needs to be done to correct it.
It has been doing this for a while now. I don't really notice it unless I try to take my hands off at low speeds.
I can remove my hands at highway speeds and it does not wobble.

    It could be several things.
I would check your front stem bearings. They could be loose or worn. Try and tighten per your manuals instructions. You do have manual right?
Front tires could be worn or inflation wrong
Rear swing arm bushings could be worn or in need of grease.

Definitely check the steering bearings. Most if not all of these bikes left the factory with the old style ball and race bearings. The races get indented over time and cause the steering to “lock” in place when centered. Put the bike on the center stand (if equipped) and sit on the seat to lift front wheel off ground. Turn the handlebars left and right and feel for roughness and locking in place. It’s slight but noticeable. Also pull and tug on the bars and look for sloppiness.

Next is wheel bearings and tire balance.

One correction here. The swingarm uses tapered roller bearings. They can wear out, but not nearly as quickly as a bushing will. It's low on the list of causes, but should definately be checked if everything else is OK.

OP, also make sure that the rear wheel is fully engaged with the splines on the final drive, and that the rear axle is tight.

I think everyone has listed all the mechanical issues that could be causing this.
However, without being facetious, just don't let go of the bars at lower speeds.
10 mph is very slow and at that speed power pulses from the motor can have a big effect, more likely it is engine breaking adding some effect.
As you've said there is no issue at higher speeds, I see no issue here.
Now having said that I do assume tires are correct size, balanced and correctly inflated, steering not loose/too tight etc. etc.
I've ridden scalloped front tires but they wobbled the bars regardless how tight you held them.

First thing I’d do would be to check the steering stem bearings. Maybe they just need tightening, maybe they just need cleaning and re-packing. I believe you have a 700, so they should already be tapered bearings........they don’t go bad as much as the loose ball earring ones, but it does happen. If so, time to replace them. Other people mentioned wheel bearings, and yes it could be them.you should check your fork oil levels, and as was mentioned, yes, the swing arm bearing can cause this tool

    so, things to check;
    Steering stem bearings
    Tire condition
    Wheel bearings
    Fork oil/springs
    Swing arm bearings

I’d also suggest checking to make sure your fender is bolted tight. The fender brace is important.
