My front fender is a rusty mess. 82 Seca.

Being new to bikes not sure what the considerations are in finding a replacement.

Would something like this be a good replacement? I'm looking for a direct bolt on option.

It's not a direct bolt-on - - there's the issue of width, and bolt hole spacing.

Watch E-Bay for the exact fender, or someone on here may have a spare.

are compatibly wise a direct exchange/the same as those from 81-83 550 secas, except for the finish, being different colors/chrome.

No. That's a 550 Maxim fender and it will sit funny. See pics below.

As mtnbikecrazy55 said, the 650 Seca and 550 Seca fenders are identical except for finish. The fender you want will look exactly like yours. The '82 and '83 Seca 550 as well as the 650 Seca had a painted front fender; the '81 550 Seca had a chrome front fender that is likewise a direct replacement.

Here's a pic I lifted off the 'web of a 650 Seca with a chrome 550 Seca front fender on it; I'm seriously considering doing this with my 650 Seca.

Here's a 550 Seca front fender on a 550 Seca, again note that it is identical in shape to the 650 Seca fender:
