HELP PLEASE !!!! CANT REMOVE BARS

how do i remove my old 83 maxim clip on bars

    HI.i just joined this group. you guys are really cool. i have an 83 maxim. it has the old clip on bars. i want to replace them but i cant get the old ones off. i have removed the nut and washer from under the bars and the alen screws but the circles on the top (washers???bolts????) won't allow me to remove the bars. they are shaking and feeling like they want to come off but i cant remove them. I've broken two screwdrivers trying to pry the washer looking things off. PLEASE HELP!!!!

    is this what is giving you the problem
    buck mt.JPG buck.JPG the mount in first pic part 17 is screwed down from top, part 18 and has a nut at the bottom of the mount part 17
    in second photo you can see the cover (near the number 10) that goes over mount but under handle bar part 25 secures handle bars it is an allen screw with a cap #26 shoved into the allen hole

    then in second pic bolt part 5 at bottom of handle bar has to be removed and bar should pull off
    allowing you to remove cover and bolt #18

    82 or 83? check your vin at this link

    83 does not come stock with those handle bars.
