Bad ground somewhere? Man there is a lot that could be disconnected when you took the engine out, get a wiring diagram and make sure the ignition circuit is the way it should be. Do you have spark? If not, there's your problem. The parts that make the engine spin and the ones that control the spark plugs firing are two different electrical systems. Do you have compression? Check the valves to ensure none of them are stuck open causing a compression loss. Is the engine getting fuel? Just because it ran "before" doesn't mean the carbs are clean and functioning properly.

    Compression
    Fuel Mixture
    Spark

Must have these three things to run.
