My bike started revving high sporadically today and when I stopped to check my idle screw there was a tiny bit of fuel leaking on the line under the petcock (it seemed to be right under the vacuum outlet).

My question is: Can a leak develop in the vacuum diaphragm inside the petcock that would allow fuel to be sucked into the vacuum line thus causing the high revs?

Yes. So a petcock rebuild or replacement is in order.
