For the ignition coils, where they bolt onto the mounting tabs welded to the frame: are these grounding points for the coil?
I am checking the grounds on my bike and thought I'd ask

Yes but there is also a ground wire on one of the bolts as well

Coils are not grounded to the frame, but, as T-M-B said, there is typically a ring terminal with a black wire attached to it, which is located under the bolt or nut at the rear coil mounting position......this is where many components in the bike's electrical system grounds to the bike frame (and, eventually, from the frame to the engine crankcase, and then from the engine crankcase to the battery negative post). Make sure that there is bare metal at this grounding point for that ring terminal, and that the ring terminal itself is not oxidized (it should be shiny brass or tin).

My concern is that my frame is painted where the coil contacts it. (See picture). It may have been repainted by a PO. The bolt passes through the tab hole rather than threads through it, making me wonder how a ground to frame is achieved for the wire with the ring terminal in the picture.

Remove the paint, clean the terminal, and place it right up against the frame rather than against the coil support "bar".

Yup, that needs to be cleaned up (the frame). I powder coated mine and when I reassembled it nothing worked at all. As previously mentioned, that is where the wiring harness gets it main ground and must be clean. I ran an additional 12 gauge wire from where the motor to frame strap mounted to the frame and up to this point for redundancy.
