I have a 85 Maxim X. The bike is a recent purchase and while I was disassembling the carbs, I did take measurements of the float levels (2 of the 4 because two of them were stuck). Of the two floats I measured, one was 0.913" = 23.2mm and 0.891" = 22.6MM. These measurements were with the original gasket in place, and I'm aware the measurements are to be from the float bowl surface under the gasket. After doing a little research, from my understanding the bench height for the factory setting is 17.1MM +/- 1MM which is roughly 0.690". The only way I can get to this measurement is to remove the needle and let float hang all the way down. I have rebuilt carbs in the past and I have never have had this happen. I'm too new to this site to be able to post pics or I would to help explain myself. Any help would be greatly appreciated.

    The float height is 17.5mm +/- 1.0mm

Wet-set them (by measuring the fuel height) to get them spot-on.

The measurement specs for your carb are listed on the last page of the above document.

Welcome aboard Tom! This may also help if you don't have a manual yet:

Because of several variances, you will have to wet set them to dial in the levels.

My guess is someone else had a bad eye in setting up the "bench setting" as you found them. Hate to say it but some previous owners shouldn't be messing with anything more than putting gas in, and checking the tire pressures.

P.S. Forgot to add the float bowl nipples are a huge plus to add before trying to wet set them.
