So.... just bought another xj. This one is an 84 600. My issue is I have no spark! Someone has dicked with the wiring loom and I have a suspicion that there are one or more relays missing. I can turn the bike over strongly but have no spark. I also believe that the timing is factory set and can't be changed or adjusted. I have continuity from the crank wires to the igniter but am unsure if the igniter is operational. It is heavily corroded inside. Is there any way of testing the igniter with a multi meter?

I don't think so. The best way to test is via substitution. I think most ignitors for the XJ series will 'work' enough to get a spark or even start.
Be careful with the connections though some have the inputs(from pickups) and outputs (to coils) swapped..

you need to take an ohm reading of the pick up coils

ohm out the primary and secondary of the ignition coils and theplug caps
