Bad battery? A weak battery can have plenty of juice to roll the engine over, but not enough to power the TCI/ignition coils.

    Starting Load Test:

    a) Adjust voltmeter to DC volts (20 volt range).

    b) Place voltmeter leads to the battery terminals (positive to positive and negative to negative) .

    c) Watch the voltmeter as you start your motorcycle, but before the engine is running.

    d) If the voltage drops below 9.5 volts, the battery has very low capacity and should be replaced.

Did you set the petccok to prime and check that the float bowls were being filled? The first startup after a long rest is the most difficult.

Got it running after putting 40amp jumper on, battery is good. If this bike uses a system that steps the juice down to 9 volta for starting is there a way to bypass that so all 12 goes to coil?

The bike doesn't step down the voltage, it's normal for the voltage to drop while cranking. The test that Chacal suggested ensures that their is enough power for the coils to fire while the starter is cranking. It is commen for the battery to be strong enough to turn the engine vigorously, but not have enough juice left to fire the coils. Even new batteries should be tested to rule them out as the cause of hard starting.

The only thing that ensures maximum voltage for starting is the headlight relay. Your headlight should not be on while cranking the engine. I can't exactly remember for the 700, but it will either shut off when you press the starter button, or not turn on at all until the engine has spun fast enough and fired a sparkplug.
