I would assume first that the pilot mixture screw needs to be turned out about 1/2 turn. If this doesn't have any affect then a colortune plug is needed to determine if the cylinder is running rich or lean. Usually it is lean. Turning out will increase fuel to the cylinder and should get it to firing. It could be rich and flooding out the cylinder. This would require turning the mixture screw in. I don't like telling people to do this since it could lead to a lean condition which over time could damage the cylinder. Rich can also be caused by a high fuel level in the carb due to either a mis set float or a leaking float valve. Conversely a lean condition can be caused by a low set float.

First, I'd try swapping out the plug. Next I'd check resistance on the plug wire(has a resistor in the plug cap), Not sure about the 81 Seca, but my 80 Maxim had removable resistor in #2 & #3. If resistance doesn't check out, I'd check there for corrosion. Then check and log the float levels on the carbs.

If everything checks out, pull the carb rack and clean the pilot circuit again and adjust floats as needed according to your prior level check.

Running lean then. Mine will do it if I turn off the "choke" too soon an once it is up to temp (5 minutes or so of driving) it goes away. I am thinking that NY is pretty similar to WI this time of year and still pretty cool outside so it will take a little while to get the engine up to temp to run properly w/o choke. I usually start it at about full "choke" and then reduce it right away to get a smooth idle at about 2,000 RPM. I then start to ride it and gradually turn it off. I have to be a bit careful though, if I turn it off too soon, I'll have a bad start at a stop light and look like a fool...
