Possibly a good deal?

    Two bikes that need a ton of work for $1200 - no

    I would be extremely cautious with the motor on the bobber. Open pipe and no filters on the carbs could mean it was run waaay lean.

    The bobber isn't what he says it is, unless it's a Canadian bike.
    750 Maxim X was a Canadian only model, the X for the US was a 700.

    "I bought them to fix up", but then he found out how much work is involved and decided to get something else.

    You're basically getting one complete bike plus a parts bike that you might be able to put on the road. If both mills are in good shape highest end I'd go maybe $900 on the pair, but I would do a compression check on both and pull the valve cover and measure clearances on that bobber.

    Also: " I had them both running at one point just not for more than a minute". This translates into a LOT of carb work and possibly new rubber/gaskets/needles etc.

    And don't forget brakes, tires, etc. that it's probably gonna need.

    I'd probably be closer to $700

    It all depends on the market where one lives. Around here 2 bikes that need work for $1200 is a decent deal. Back east they might be a dime a dozen
