okay so my seca has new shoes in the rear but the "pedal" will not come back up when pressed down or "engaging" the rear brakes. is it supposed to have a return spring somewhere to pull it back up? just a point in the general direction i need to look would be helpful.

    1. which Seca?

    2. Yes it should have a return spring under the frame at the pedal pivot, and a spring on the brake rod at the adjuster.

IT may be that the pedal shaft is full of crud and needs to be removed, cleaned, and lubricated.
