Does anyone have an suggestion for a new seat or new seat cover? My has ripped pretty bad and local shops want over $200 to recover. Does anyone sell a nice looking black cover or refinish kit?

It shouldn't take too much to do it yourself. I did mine, with a cover the PO gave me with the bike. They retail at £23 ($30?). Someone must do something similar in the States.

My bike seat is similar to the Seca turbo. (Pic of the finished item is in my gallery).

I borrowed the stapler from a work colleague. I guess total time was about 2 hours.

I sent both of mine to Sargent's in Florida. If I hadn't added a colored welt to the stock recover job for the '81, it would have been under $100, shipped.
