I'll bet you have an 80-81 year bike.

The Nader law wasn't passed until 81-82, requiring all vehicles having a standard 17 digit VIN. My 81 actually has two VIN numbers. The short stamped into the steering neck AND a Nader sticker with the 17 digit code. Tell me just how much of a pain I had titling/registering it in Nevada and New Mexico, when I moved from PA.

    Build date? Supposed 1982?

Mine was built in October 1980.

Information on how to extrapolate the 17 digit VIN
    http://xjbikes.com/forums/index.php?threads/tech-topic-model-id-and-vins.14577/

There should be a plastic laminated tag on the left side of the steering neck that has the full VIN. If that is gone there are several options for getting a replacement made (legally).

If it turns out that you have an earlier bike then you will need to talk with your DNV about how to go about retitling it with the correct year. Typically I find that the older employees at rural offices are the most helpful. This is particularly true in towns that have a motorcycle museum or some other connection to classic vehicles.
