I have a 1981 maxim xj650 and It slips out of gear at high rpms but is fine at lower rpms. When this happens: All I do is slow down and its fine, it keeps going.

Well from what I remember 1st, 2nd, and 3rd. I haven't gone any faster than that. I just bought the bike and have the transmission cover off right now due to ordering a new gasket for it.

Change the oil and filter. New oil should be a non-synthetic wet clutch motorcycle specific oil. Then see if it still slips.

if this is 100% true, it's the clutch

I guess from what you are saying "slips out of gear" to me means going into neutral where you would have to put it back in gear to get going again.
The clutch slipping would be still in gear and your RPM's go up but your bike is not gaining any speed. Which are you talking about?

when the drive dogs pop out of the next gears slots, it pushes the shift forks to where they don't want to be and it kind of sounds and feels like a rock fell into the gears.
i think Jordan would have mentioned that, that's why i said clutch.
it might be the oil but the clutch is old, get a new one and be done with it.

It's been asked about bikes tranny's going into neutral in first gear and second gear when the rider goes and gives it WOT. Which in my case it is second gear because the dogs are worn. When it does that, its not like Polock suggests making noise like rocks in there. Mine is just like as if goes back into neutral as if I stepped no the shifter.
So what Jordan's problem sounds like is when he is gassing it the clutch is slipping and when he lets off it grabs. I would then assume its not slipping out of gear as he wrote to begin with and it's just the clutch slipping. At that point I would agree the clutch is old and maybe he is also using the wrong oil which is not helping matters much and I would guess his starter clutch will start acting up as well.

Awesome, thank you for all the great information. I did not describe it right to you, because it does not go into neutral so it would be the clutch by what your saying. I also bought Mobil 1, 15w50 motorcycle oil. The reason the transfer case is off because the person before me just RTV'd the seal with no oem gasket, therefore causing the case to catch on the shifter spring.....(I think that the issue anyway)
