Speedometer

So the problem is that my speedometer is out of whack. its usually reading around 20km/hr off.. so if the speed limit is 50km/hr i go 30 or if its 70km/hr i go 45 - 50.
it wouldn't be a problem but once i get to highway speeds its so far out i think i generally speed everywhere without realizing it. cars just disappear behind me.

has anybody experienced this before? all iv tried so far to fix it is to lube the speedo cable. probably good to do but it didn't get any more accurate.

its getting new tires this weekend so i'll have the wheels off and i'll investigate further.

i'm stumped.

 

The instrument itself is likely gummed up.
