I am finally getting started on the project bike I picked up last fall. My brother and I were moving it earlier today and he noticed something about the transmission. While he eas sitting on the bike with the clutch engaged and cycling through the gears he noticed that the shifter only clicks on the first 3 gears. Is this normal? The bike was not running.

I know this is probably a very newbish question. I have very limited experiende and this is my first project. Any help is appreciated.

Rock the bike forward and back while doing that. The gears may need to slightly move one way or the other in order for the shift pawl to properly select the gears.

I tried that. Rocked forward and back and was able to get up to 5 a couple times. Is this normal?

Yes. The gears in a sequential transmission will interfere with one another unless the driveline is moving. Under normal operation you're only stopped when in first gear, so there is no need for the transmission to be made so that it can always shift into any gear when stopped. Occasionally everything is lined up when stopped so you can hit every gear without needing to move the driveline.
