So i was able to to get all my shim out and measured except one and its the 2nd valve on the exhaust side. It is tight but can get a feller gauge in there (.15) but still feels really tight not sure if this has anything to do with it. I can shine a light on one side and see a small gap on the other. Here's where I think the problem is. The valve seat where the shim sits in WILL NOT move. The shim will move freely but the seat will not. So I CAN NOT get a screw driver in there to pop the shim out using "THE TOOL". Any advice I'm gonna try to post a pic of what I'm talking about cause I'm not sure that I'm using the correct terms.

    The notch is right there.

Get the bucket held down (with the tool or alternate method) rotate the cam AWAY, and pop the shim out via the notch we can see right there.

If you're using the tool, PLEASE disconnect your battery beforehand and be VERY CAREFUL to only turn the motor so the cam rotates AWAY from the tool. We've had two members recently break cylinder heads by not being careful.
