What all have you done to the bike? Carbs, valves, etc.?

Sounds like either a float issue or a power issue to me.

Regardless of what needs to be done, I can tell you that you will need new plugs. Once they are soaked with fuel they won't spark.

Your carb floats are overfilling and running into the cylinders. The carbs need to come off and get cleaned. The exhaust is popping because of unburnt fuel is occaiotnsally being ignited. Get the carbs off and clean before you try anymore. The problem will not fix its self .
You cant tell if the carbs are overflowing by draining them. Search for the "clear tube method" on the forums. You can check the fuel level to see if it is right.

As we've tried to explain; these are not "problems" with your Seca.

These are all the various symptoms of 30 years' worth of neglected maintenance and a lot of sitting. We've seen them before, time and again.

You need to carefully clean and service the carbs; get the valves in spec so you can adjust the carbs; and rebuild the brakes.

YOU MUST DO THESE BASIC THINGS or you'll never get to ride the bike; just fix "problems" one after the other.

READ THIS carefully; twice even: http://xjbikes.com/Forums/viewtopic/t=24010.html
