What is this stuff and how do I remove it?

    Just pulled the carbs. Going to need to replace the intake boots.

    What's the best way to remove this black stuff?

    Looks like the PO sprayed some kind of goop to try to keep the boots from leaking. Almost looks like that stuff they sell "As seen on TV" where fit a front screen door to the bottom of a boat and spray the goop on to show that the boat will float and not leak, LOL. Does the material feel rubbery? If so, I would take the boots off and then try using scotch brite to get it off. You may try using some tar remover like what is used to clean tar off cars along with the scotch brite. Or even WD-40. Good luck.

    Acetone or lacquer thinner will take it off.

    Acetone will also liquify the silver paint on the case and "block" (jugs)
    You will have a real mess in a hurry, try to localize it with paper towels - rags.
