I have a fuel filter on my 650 and it is setting on top of the carb hats and the out side is kinda tilted up. I have not gotten it to fill up because of this tilt. This filter is about an inch in diameter and about 1.5 inches long, not including the hose connection ends. It seems to run just fine, but it makes me nervous with that tilt. Is there a better place to put it?

it is the only place to put it, unless you go the RickCoMatic / Stevensons rocket, external method.
trimming the fuel line can get it to sit better.

What you need to do is get the filter with the 90-degree barbs; fits under the tank better. Here's the one on my 750:

I haven't noticed if mine fills up, not sure if that's necessary, as long as gas is going through it, it sits fairly level, They didn't have a 90degree one, so I trimmed it until it was where I wanted. Had to re-splice part of line with brass fitting joiner thing.

Measure twice cut once and all that.

The filter type in the picture above is shaped like a cone.
If this filter is mounted on its' side the heavier material will fall to the wide part of the cone.
Being gravity fed it doesn't get disturbed much and stays there.
