Can either the sky blue (neutral switch) or the black yellow (clutch switch) provide the ground to operate the start circuit cut off relay? Or do they both need to provide ground?

I get stable voltage from the one red/white wire but when grounding to operate the relay, it clicks inside but only provides voltage to the start relay for a brief millisecond.

Guessing I need a new relay...any aftermarket ones for cheap?

which bike and year are you asking about?
clutch or neutral switch ground the starter cutoff relay
clutch switch when bike is in gear and neutral switch when bike is in neutral.
    start relay= solenoid?

yamaha has starter cutoff relay and calls solenoid a starter relay in wiring diagrams.

neutral switch could be loose or clutch switch could be failing

    still have glass fuses?

No I know the relay is bad then b/c I can short the neutral switch or clutch switch wire to ground and doesnt supply power to starter relay. I just bought an after market relay...I should be able to wire it to work well. Just using a SPST relay with an option for either neutral or clutch to provide ground to it.

    Thanks for the reply!!

You can do that but if you don't have the internal diode and use the existing wiring on the starter cutoff relay you will:

On non side stand bikes the neutral light will illuminate when you pull the clutch in no matter what gear it is in.

On side stand bikes the neutral light will illuminate when you pull the clutch in and the side stand is up no matter what gear you are in.

If that doesn't bother you then OK, if it does then you could add the diode externally.
