No! In a word. Right: What happens out of gear? Will the bike rev higher?

If it will and steadily, then it suggests the TCI/pickup side of things is ok.

4000 is really low - is that on the road? It could be a carburation issue as I believe the pilot jets take care of things up to 3000 then the main jets take over.

When I still had my 600, I found that if you rode below 3000 the engine went to sleep!

Just a thought, but have you checked the throttle cable itself? It maybe could have gotten kinked around something when you took the carbs off to clean them.

Generally, ... a running Bike that cannot get to make High-rpm's means that the Carbs aren't in-the-game.

Usually, ... you point right to the Emulsion Tubes and blame them for being clogged and not providing enough AIR to increase FUEL Supplied by the Main Jets.

But,, ... thee years have passed. The Diaphragm Piston Bores have oxidized, ... shrinking the Bore just enough to restrict movement of the Diaphragm Piston.

IF, ... you cleaned the Carbs abd didn't push-out the Center Main Nozzle (Emulsion Tubes) ... look there.

Test the four Diaphragm for Free Movement.
    Do a "Clunk Test"

If it ain't either of thoise we got a few other things for you to do.
    Bring a lunch.
