xj600 '91 starter problem and also carbs

i have xj600 '91 bought on last autumn, and i have a some problems with it, maybe anyone can help me with that?

1. starter sometimes get "stucked" at initial - i push a starter button, and nothing to do, except a sound of "click" ( starter relay, i think). control panel lights ( oil level and neutral) get a very small bit dimmer, and is at all.
when i push second, third time - exactly the same. but, if i put motorcycle in gear, and turn rear wheel but some degree - around 1/4 - 1/5 turn - and then try to start, all be ok - starter work, engine turns. when i bought it, in end of summer, all be ok, not encounter that problem, later, in autumn i have 2 cases of that - in that spring, when i get to start bike after a winter, i have a lot of that cases - approx every third start. it always be cured by apply a small rotate of engine with hands o so - via rear wheel.
where can be a problem? i think, based on symptoms, it is very unlikely to be accumulator or wiring...?

2. i bought infrared thermometer on china store, and measure exaust collectors temperature after engine is some time worked - 1, 3 and 4. cylinder shows approx the same temperature - +/- 10 degrees. second cylinder shows 30 - 50 degree hotter.
it shows, it is too rich mixture?
i try to turn in air pilot mixture screw to 1/4 turn, but today i done 70 km ride ( mostly on highway, at speed arroun 80 - 100 kmh - it is cold around, +5 degree of celsium) - and after that i measure -again, 1 is aroun 168 C, third 171, fourth 169C, and seconf - 199 C.
it be too rich, must be turn in mixture screw again on 1/4 turn?
