where can i get carb rebuild kits that include the shaft seals and stuff? all i can find is the ones on ebay that are just a bowl seal and the needle seat.....

Throttle shaft seals can be replaced with model "QR012" quad ring type. Can be had in vitron and nitrile and stand up well.

are the 550 and 700 carbs the same?

No. The 550's used Mikuni carbs. The 650 and 750 used Hitachi HSC 32 carbs with different pilot and main jets. The 700's were a different Hitachi, the HSC 33 carb with different pilot and main jets. The 700X's used Mikuni but I'm not sure if that was for all years.

I have some throttle shaft seals QRO11. Just contact me off list and supply name and address and I'll be glad to send you a set, no charge.
The QRO11 is a better fit than the QRO12.

the oring number you are using QR011 is that a yamaha number or from which supplier. I would like to get a set but not sure where to get it from.

They can be ordered from Mcmaster-carr.com. But you have to buy them in 50 ct. packs.
