I assumed there was a measurement in a service book I don't own but should!

There probably is, but since so few of the 400s were imported you might have difficulty finding one. Then there is the issue that there are misprints in almost every service manual ever printed.....

As mentioned, circumfrence/ 3.14 will get you the diameter of the fork legs within the tolernace that you need (they all come in 1.0 mm or 0.5 mm increments regardless of manufacturer).

It felt great to finally get out on this thing yesterday. Thanks everyone for helping make it happen.

I've got lots of work to do this winter - but cables / zip ties are a mans best friend so I make a temporary seatpan setup and hit the open road before the weather got too cold. As long as it stays mild I'll be riding it as is. Then it's a complete strip and build up.

A problem from a while back hasn't been resolved. The headlight is bright with the key in but as soon as I hit the electric start it goes dim. When I'm riding it flickers bright when I hold in the clutch. I can't ride at night currently. Could this be a grounding issue?

Sounds like it may well be .
I would not rule out regulator either..

The brake light is fine. So I don't think it's the regulator. I'm going to do some ground testing

When I had a bad voltage regulator the lights oscillated bright-dim about the frequency of a cop car light.

From dealing with boat trailers and bad grounds, I highly recommend coating all electrical contacts with a generous plop of dielectric grease before connecting.
Always keeps great contacts, the corrosion away and the dielectric properties keep it from shorting out.

Yeah. I did. I'm planning on clip ons but no one here can tell me my fork diameter :) (I just need to go get digital calipers)
