Stripping a gas tank....

    aircraft paint remover , liquid or spray. its harsh and will burn you if you do not wear heavey thick "rubber" gloves and a resperator should be used for the fumes.

    you could just sand it smooth and repaint no real need to take it down to the metal.

    The active ingredient in aircraft paint stripper is frequently methylene chloride, some of the furniture strippers available at home improvement stores use this. It is nasty but it works.
