Float or float needle is stuck. Petcock is working correctly.

Open the oil fill cap and have a sniff. You might have gas in the crankcase too.

If you haven't rebuilt the carbs yet, plan on doing that soon.

Please be cautious and thoroughly read through the second link I provided.
Any used bike must be assumed to need all of the maintainance caught up on, and some of that missed maintenance can cost you a ruined engine, or even your life.

    Listen to "the dude".
This is not a weed eater - complete carb rack teardown and rebuild (replacing 30 year old worn components) is the right way.

A full tear down and replacement of ALL rubber seals shaft and fuel rail "O" rings highly recommend the soild brass tip needles. Soaking carbs I recommend Berrymans get a 1 gallon container after trear down soak each carb body for about 45 minutes . Wash carb body with Dawn dish soap and wash with lots of water blow dry. Reassemble check float height 17mm measured from the flange to highest point ofthe float you will need to bend the tang on the float to get measurement. This the dry setting ideally you need to do a wet set 3mm from top of flost bowl. After reassembly do a bench synch I use 2 buissness cards cut in two slide under each butterfly adjust synch screws until you get a slight drag when pulling on the card...this will get you close note there are 3 screws only . I have a 4 vacuum gauge manifold for synching carbs this my prefence or make a two bottle manometer. You will find most of this info at church of clean. Just be aware what I outlined is best way to "clean carbs correctly" good luck

Read both of those links thoroughly that KMoe posted. Invest some time and $$$ to get it right and mint it shall be - your reward will be that big ass goofy grin (and all that comes with it) when you twist the throttle and you get pulled into the power band range! Hold ON!
