750 Seca to run with 650 Carbs?

    My 32 mm carbs are thoroughly rebuilt and benched tested. The engine will only run at high RPMs , Can't adjust idle speed, using stock air-box. Note carbs are 650-32mm. w/124 main jets. Also, adjusting the carb idle star knob between the carbs has no affect.
