A little off original topic but I'll contribute. As far as I know, it's illegal in every state. I know it's pretty common in the classic car/bike community. I've bought a bike from someone that I trust this way, another time I bought a truck and the guy tried to give me the title with the PO's signature on it but I refused until he titled it in his name.

 

It's how most used-car dealers do it around here. Non of them put cars in their names just to resell.

 

years ago i sold a rust bucket international scout to a guy for $75 bucks, signed the title, took off my plates and forgot about it. 3am got a visit from the state police, seems the guy ran over a few road signs and got a dui. i explained the situation and the cop said don't worry about it but technically that was still my truck until the title was signed at a notary and the title was notarized.
if the title isn't notarized there's a good chance you didn't pay sales tax, now your in trouble
