Do you have the carb to air box tubes in place? You can't set the carb without them.

Check for slack in the coke cable, & throttle cable. Let bike idle and flood the carb manifolds with propane and see if the idle goes up. If it does look and see where the vacuum is leaking.

If that is all ok then you need to sync the carbs. If your out of sync it can hang the RPMs like that.

Make sure the Throttle Cable lets the Linkage close.
    Close the Throttles.
"Feel" the Freeplay you like; then Duct Tape the Throttle Cable Sheath to the the Frame.

Bench Sync the Throttles using a very thin Feeler. (3 X 5 Card Strips -or- a Strip of Resume' Paper)

Clean and Prep the Idle Adjustment Rod for swift and easy adjustment.
    Tape the Threads
    Chuck the Rod in your Drill. Sand: 400 - 800 - (1000)
    Modify:
Add Nylon Bushing over Rod with close I-D and O-D that fits snuggly in Idle Rod Grommet. Grommet missing? Replace.

Add thin Flat Washer over Threaded section of Rod before installing Tension Spring. Washer will make Fine Tuning Adjustments easy and precise.

    Scrub - Polish Bores:
    See: "Clunk Test"
(Excellent substitute for Finishing Grade Sand Papers is ScotchBrite Pad.
Scrub with Medium / Gray <><> Finish with Extra Fine White.

Check the carb boots. Take them all off and check for cracks. sounds like your sucking up extra air.

My original carb boots had crack in every single one. and were hard as rocks. made a hell of a difference for me.
