So, finally get the starter figured out and the right oil in her, and up and running and then noticed an oil leak coming from the oil filter cap. Figured out that I forgot to put the gasket back on the filter cap. Wondering if I can remove the cap and put the gasket on without drawing the oil again?

You can, but it will be messy.
    Drain the oil before proceeding.

Use a clean receptacle and re-use the oil. Don't let any sh!t form the underside of the motor fall into your drain tub.
