    Th insulator tape was on the butt end (Brush side) of the starter. Maybe I need to buy replacement tape?

    Since the how-to guide is not the 550 starter, which has 4 brushes instead of the 2 shown in the 650, maybe this will help with proper brush installation and connections. The two brushes that connect to the metal strip and then to the stud must be insulated from ground.
