As I said I rebuilt my master cylinder Bikemonkey. You could try bleeding the system with fresh brake fluid and see if that helps? Chances are the cylinder has been repaired but you can never be certain, it's worth bleeding the system again before you rebuild the master cylinder. Have you done a compression test and compared that with the readings in a Haynes manual? Having said that if it is not a high mileage bike the pistons, rings, bores and valve stem oil seals should be fine. Be interesting to know the cause of your oil consumption if it is not a leak?

According to the Haynes manual Bikemonkey if the crankcase breather is blocked the internal pressure can force oil up past the oil control rings into the combustion chamber. Just a thought might be worth checking this out?

No set time. It's (as with all things) a matter of how well the machine has been kept. I wish Yamaha had printed a standard for the distance between links so it'd be easy to measure. My general guess is that you'd not need to change one until the machine has gone somewhere near 50,000 miles (and it might not need changed even then).

That's good k-moe my bike has 34000 miles on it just now so it should be fine. If the chain was worn I would think the timing marks would not line up properly so if the crankshaft was set to TDC the alignment marks on the camshafts would be out a bit providing the tensioner was fully extended.
