first is throttle cable hooked to the throttle linkage not the choke?
choke is the outside hook up with the clamp.

did you change the routing of the cable?

is the linkage on carbs hitting any thing.

remove cable and make sure the throttle linkage is working smoothly on the carbs.

could be the butterfly disc is rubbing

Made sure that the throttle cable and tube are clean and lubricated (grease in the cable, and grapite between the throttle tube and the bar)?

If you have a throttle lock make sure that is off (not that I have even done that) lol
