    Use a very sharp blade to lightly cut the tape free from the paint to stop it peeling back whn you take the tape off.
    Shoot a test on a piece of paint that is out of sight(ie under tank), to make sure paint is compatible with the existing paint...acyrylics do not sit well on enamels and even some other acrylics.

    it really depends on what resources you have available
    ie screen print?
    hand painted?
    iron on ?

    you could try getting a photo of him, then photoshopping it to make it look like a pop art design or something, then cutting it up and rerearranging it?

    or music guitars etc juxtaposed with a photo

    theres heaps of options

    I need to decide on paint myself. I'm just using rattle cans as well. What are you going to clear coat with?
