Quebec's pretty laid-back about vehicle transfers. It's been a while, but anytime I transferred ownership in the Great Land o' Poutine (I'm allowed to say that; I grew up in Qc.) all it required was that the seller filled in the info on the back of the registration and maybe have a receipt for the transaction so they know how much tax to charge you on the sale. As far as I know there's no inspection needed unless the vehicle has been unplated for a certain amount of time or it's being imported from out of province, but that may have changed. And if you're plating it for the road you usually require proof of insurance.

In Nova Scotia, all you do is just take (trailer or ride, depending if you want to take the chance) the bike to a licensed inspection station and they go over the 10 point list, horn, lights, signals, breaks, kill switch, engine runs, tires, and a few other things
