xj1100 slow surge in high gear 6500 RPM 2

    Hello
    I am re posting this because I have not gotten a answer. I have a 1982 xj1100 that I just went though, New piston rings and two new valves. Lapped all valves and new seals. Adjusted valves and cleaned carbs. 300 miles so far on rebuild. The bike runs great. Except it stops pulling at 6000 RPM. I just eliminated the octopus vacuum valve because I broke one of the plastic T'S in the line. I tested it just now and it pulls hard from 4k to 6k then just stops pulling. like thats all the top end of the RPM. If I push it it will surge slowly. What is going on?
